Qualifications based selection (QBS) is at the heart of the public procurement of professional engineering services in Washington State. However, many people, on both the public side as well as the engineering side, often do not fully understand why QBS is so critical to the successful design and completion of public projects. Now, we have available the results of the ACEC Research Institute’s recent updated study on QBS that documents the value of QBS in hard numbers – QBS clearly saves time and money.
